Anne O

Anne was born and raised in the East Bay. After graduating from UC Davis with a degree in Human Development, Anne earned her master’s degree in social work from the University of Southern California (USC). She began her career as a research associate with the USC Hamovitch Center for Science in Human Services.

Anne then brought her talents to the East Bay Economic Development Alliance, where she led internal strategic planning for membership and sponsorship development, business development, and collaborated with cross-sector partners to enhance economic vitality in the East Bay. Returning to her home county of Contra Costa, Anne served as Chief of Staff to District IV Supervisor for the Contra Costa County Board of Supervisors. In this capacity, she built valuable partnerships with internal and external stakeholders, coordinated and managed a team of staff members, and provided strategic counsel on various policy discussions, including the significant impacts of COVID-19 on Contra Costa County and its residents.

Anne served as the Chief Management Officer at the California Emerging Technology Fund. In this role, she oversaw the Adoptions Team, working with statewide Broadband Consortiums, state agencies, local governments, and community-based organizations to increase enrollment in affordable internet service. She is currently overseeing the Broadband, Video & Market Branch, California Advanced Services Fund (CASF) Public Housing & Adoption Section at the California Public Utilities Commission.

With years of experience in building cross-sector networks, Anne is deeply engaged in her community. She served as Chair of the Contra Costa College Foundation Board and remains a board member. Anne is passionate about improving the quality of life for community members and enjoys exploring new cuisines.
