Cesar Zepeda

Cesar Zepeda is a community leader in Richmond. Born in Mexico, his family immigrated to the Bay Area when he was eight years old. Cesar attended Helms Elementary School, Richmond High School and Contra Costa College. Cesar co-founded and became President of the Hilltop District Neighborhood Council to help build a sense of community and give the neighborhood a voice. He also co-founded the Hilltop District Homeowners & Stakeholders Association (HDHSA), a one-of-a-kind Richmond organization that brought together homeowners, residents, and businesses to oversee the allocation of the $1M special assessment for the Hilltop District. Cesar co-founded the city’s first LGBT organization, Richmond Rainbow Pride. He also started Bring the Music Back, a campaign to raise funds to revive school music programs. Cesar joined the Contra Costa College Foundation Board in 2017 and is excited to be working to help our students succeed.
